Foulques is a graduate of Sciences-Po Paris and holds a Master 2 in Financial Management of Local Authorities. He devoted the first part of his career to development aid for poor and emerging countries, on behalf of the French Development Agency (AFD), which sent him to live and work successively in Laos, Brazil and Mexico. Always keen to imagine solutions adapted to the needs of territories and companies, he acquired a solid culture of project management and financing, particularly in the field of infrastructure (transport, sustainable city, energy, etc.). He held increasing responsibilities there, both operational and managerial (project manager, deputy branch manager then division manager). Passionate about public affairs, in 2009/2010 he was appointed technical adviser to two overseas ministers, a region he had known during a three-year stay in Guadeloupe for AFD. In the same spirit, with his varied international experience, he joined the Pays de la Loire Region in 2016 as Deputy Managing Director in charge of the economy, innovation and international affairs. For three and a half years, he accompanied regional companies to cope with changes in the economy and discovered how recruitment difficulties have become the main concern of business leaders. Not content with returning to his hometown, Nantes, Foulques toyed with the idea of ​​joining the private sector that he accompanied and tasting the entrepreneurial adventure. It was the meeting with Antoine Perruchot, founder of BATKA, that decided him to start: he joined the KEYMAN adventure in May 2019 to develop the office for the west of France. Never stingy with a good word, he knows how to put his good humor at the service of the company's objectives. His only obsession: people who take themselves seriously!
